Greenhouse gas emissions - do carbon taxes work ?

چکیده
During the last decade, Norway has carried out an ambitious climate policy by implementing a relatively high carbon tax already in 1991. The Norwegian carbon taxes are among the highest in the world. Data for the development in CO2 emissions provide a unique opportunity to evaluate carbon taxes as a policy tool for CO2 abatement. We combine a divisia index decomposition method and applied general equilibrium simulations to decompose the emission changes, with and without the carbon taxes, in the period 1990-1999. We find that despite significant price increases for some fueltypes, the carbon tax effect on emissions was modest. The taxes contributed to a reduction in onshore emissions of only 1.5 percent and total emissions of 2.3 percent. With zero tax, the total emissions would have increased by 21.1 percent over the period 1990-1999, as opposed to the observed growth of 18.7 percent. This surprisingly small effect relates to the extensive tax exemptions and relatively inelastic demand in the sectors in which the tax is actually implemented. The tax does not work on the levied sources, and is exempted in sectors where it could have worked.

Consumer Incentives to Reduce Greenhouse Gas Emissions from Personal Automobiles
The focus of this paper is short-term policy options to address greenhouse gas emissions from personal automobiles. Primary policies considered include gasoline taxes, carbon taxes, a carbon cap-andtrade program, cost-shifting initiatives, and a pay-at-thepump auto insurance scheme are examined closely. Pay-at-the-pump auto insurance is recommended on the basis of cost effectiveness, equity, pu...

The Kyoto Protocol to the United Nations Framework Convention on Climate Change has set legally binding emissions targets for a basket of six greenhouse gases and timetables for industralised countries. It has also incorporated three international flexibility mechanisms. However, the Articles defining the flexibility mechanisms carry wording that their use must be supplemental to domestic actio...
متن کاملExamining the relationship between shale gas production and carbon capture and storage under CO2 taxes based on the social cost of carbon
One of the major challenges of the U.S. energy policy is to achieve greenhouse gases emissions reductions at low cost. Economists tend to prefer policies that effectively establish a price of emissions. This paper examines the impacts of carbon taxes that are equal to the social costs of carbon on the U.S. energy system in the long-term future under different assumptions on the potential of sha...
متن کاملTax Policy To Combat Global Warming : On Designing a Carbon Tax
This paper develops several points concerning the design and implementation of a carbon tax. First, if implemented without any offsetting changes in transfer programs, the carbon tax would be regressive. This regressivity could be offset with changes in either the direct tax system or transfers. Second, the production and consumption distortions associated with small carbon taxes, on the order ...
متن کاملCarbon Taxes and Financial Incentives for Greenhouse Gas Emissions Reductions in Alberta’s Oil Sands
It is widely considered that the continued development and production of Alberta’s oil sands deposits is on track to be the fastest growing source of greenhouse gas (GHG) emissions in Canada over the next few decades. As recent developments suggest, failure to address the issue of GHG emissions growth might jeopardize the potential for sustained expansion of oil sands operations in Alberta. Wit...
